This week, postal services in Brazil and China announced an agreement to bring parcels and documents from the Asian country to Brazil by ship. According to the Brazilian Postal Service Correios, the agreement meets a request from the Universal Postal Union (UPU), the specialized UN agency that coordinates the international postal system, to reduce bureaucracy and make customs operations more flexible around the world, especially at a time of crisis.
The effort is necessary as a way to get around the drastic reduction (of more than 80%) of international flights due to the COVID-19 pandemic. E-commerce is the most impacted sector by it, as it depends on the transport of goods on the lower floor of aircraft with passengers.
According to the latest UPU data, which covers the period between January 23rd and May 14th, international postal volumes decreased by 21% in 2020 compared to the same period last year. Only 1 of every 2.1 items sent are arriving at their destination within the same week, as opposed to 1:1 during normal times.
“Due to a large amount of impounded cargo coming from Chinese e-commerce sites, that country’s courier was one of the first to choose maritime forwarding. In this way, the Correios offered to follow the UPU’s instructions to facilitate and reduce the bureaucracy of the entry of this cargo, guarantee the continuity of the postal service and, thus, meet the expectations of Brazilian consumers, ” said the president of the Correios, Floriano Peixoto, in a statement distributed to the press.
The first batch of cargo under this new agreement arrived at the Paranaguá Container Terminal – (TCP), located in the state of Paraná, in Southern Brazil, on Saturday, May 30th. The choice for this port is due to its proximity to the International Center of the ‘Correios’, a 20,000 square meter sorting center responsible for receiving and clearing most international orders that arrive in Brazil.
Two other shipments of parcels from China are expected to arrive at TCP in June and July.
According to Correios, it is not yet known whether it will be possible to maintain this logistical operation after the post-pandemic normalization of activities.
“In addition to the understanding between the Brazilian and Chinese post offices, it is also necessary to ascertain the adaptability of operators, due to the reduced air traffic. The modality is interesting, given the volume involved and the operational and transport costs, if compared to the air transport “, said the service in a press release, without detailing, though, what exactly is the volume transported by the new agreement signed with China.
